Notes

In 1806, in the midst of the Napoleonic Wars, Lord St Vincent commissioned engineers John Rennie and Joseph Whidbey to plan a means of making Plymouth Bay a safe anchorage for the Channel Fleet. in 1811 construction of a breakwater began, a task that required huge engineering, organizational and political skills. Nearly 4, 000, 000 tons of stone were quarried and transported using ships designed by the two engineers. The foundation stone was laid on Shovel Rock on August 8th 1812 and the breakwater followed a line over Panther Rock, Shovel and St Carlos Rocks. It was sufficiently completed by 1814 to shelter ships of the line.
